This new tier 16 version can be obtained by doing the weekly quest Warforged Seals offered by the same NPCs as for the previous currencies ( Elder Lin for the Alliance, Elder Liao for the Horde).
They’ll be purchasable in the same way once a week, 50 Lesser Charm of Good Fortune can be converted to 3 Mogu Rune of Fate via a quest in your faction’s Shrine. Instead Lesser Charm of Good Fortune will purchase Mogu Rune of Fate. Then your corpse will be relocated to that spot. Go out into the open ocean as a corpse until you hit a fatigue zone. It will stay in the area that you mounted it, unless directed to fly somewhere else via the world map. You will not be able to directly control how the Dragon flies.
